Harbor Commission set for special Aug. 25 meeting to consider Seaside Lagoon entitlement package

Staff told commissioners that the Harbor Commission will be the approving body for the Coastal Development Permit for the Seaside Lagoon phase 1 project and that the commission will hold a special meeting on Aug. 25 to review the entitlement package.
"So what we would be looking at on August 25 is the design from the April 21 city council meeting that the city council approved," staff said, adding that the commission's approval is a prerequisite to submitting the application to the Coastal Commission. Staff explained the Aug. 25 meeting will review the entitlement materials and that the commission should expect to be asked to approve phase 1 items as part of the Coastal Development Permit submittal.
Commissioners asked whether materials would be available in advance and whether the commission could change the project at that stage. Staff replied the meeting will cover the entitlement package (environmental/permit materials) and said the phase 1 review is primarily a thumbs‑up/thumbs‑down check on the entitlement package; substantive design changes would be addressed in later phases. Staff said they will try to get materials to commissioners ahead of the meeting and offered to meet with commissioners to review materials in advance.
The commission did not vote on the project at the Aug. 10 meeting but set the special meeting for Aug. 25 and asked staff to provide the entitlement package and supplemental materials in advance where possible.
