Commission tables consent for Cedar City annexation of 82 acres amid island-contiguity and infrastructure concerns

Rob Dodson of Platt Platt Engineering presented a request that Iron County consent to an annexation by Cedar City of roughly 82 acres that would not be contiguous to the city's boundary. Dodson said the property sits about 1,300 feet from Cedar City limits and that Cedar City officials and the property owner are prepared to pursue the annexation process if the county consents.

County staff and commissioners raised several specific concerns: potential creation of an “island” annexation, who would fund and maintain a nearly one-mile stretch of Iron Springs Road and the location of any sewer lift station, whether adjoining landowners would consent, and how the Inland Port Authority’s tax increment proposals could capture a large share of local tax revenues for decades. The legal pathway cited in the presentation was Utah Code 10-2-804, which provides a format for noncontiguous annexation in limited circumstances.

Given outstanding infrastructure, fiscal and outreach questions, the commission moved and seconded a motion to table the request for two weeks and directed staff to meet with Cedar City council members to answer open questions. Staff and the building official (Terry Palmer) emphasized that sewer connections, road maintenance responsibilities and decommissioning of county islands all require careful coordination before the commission grants consent.
