LCWCID No. 1 swears in two new directors, elects officers and updates bank signers

The Lubbock County Water Control and Improvement District No. 1 Board of Directors swore in two newly selected directors and announced an officer slate during its Dec. 10, 2024, called meeting at Buffalo Springs Lake Party House. Judge Douglas Freitag administered the oaths for Ashley Ramirez (Precinct 3) and Teresa Stephens (Precinct 4). Kade Garner was listed as President and Janette Barcenas as Vice President on the new officer roster.
The board also moved to update bank signatories for the district’s Peoples Bank general checking account. Director Janette Barcenas moved to remove Nicole Adams and Director Joel Prock from the signatory list and to add Ashley Ramirez and Teresa Stephens; Director Ramirez seconded, and the minutes record that the motion passed unanimously. The minutes do not record a numerical roll-call tally.
The board recorded the officer slate as: Kade Garner, President; Janette Barcenas, Vice President; Doug Parsley, Secretary/Treasurer (Precinct 1); Ashley Ramirez, Precinct 3; and Teresa Stephens, Precinct 4. No further administrative details or implementation dates for the bank signature change are shown in the minutes.
