Council hears Fort Monroe/FADA update; consultant BAE will study reuse and governance

President Charlie (S3) briefed the council on recent Fort Monroe/Fort Monroe Area Development Authority (FADA) meetings and said the authority has engaged Bay Area Economics (BAE) to analyze reuse options, governance structures and potential revenues and costs from building reuse. "They have been engaged to help answer the questions about how we're gonna make this into some kind of an economic supporting entity," Charlie said.
Charlie emphasized continuity with the city's earlier reuse plan and urged preservation of engineering and study records (he asked staff to "go find those materials"). Council members discussed the need to pursue marine-impact studies, retrieve Corps of Engineers reports and ensure Fort Monroe work dovetails with regional environmental and funding work; no new funding commitments were made during the work session.
