Buda Commission on Aging asks planning commission to partner on housing and walkability

Jeff Kaufmann, chair of the Buda Commission on Aging, told the planning and zoning commission that Buda's population is aging and that the commission seeks to help the city become more age friendly through policy suggestions and collaboration.

Kaufmann said the commission has gathered community input and professional research pointing to housing affordability, accessibility and transportation as the primary challenges. "So we hope that you can consider us as a resource, to help review ideas and suggest best practices based on professional input that we've received and the community input that we've also been able to gather," Kaufmann said. He cited livability scores showing Buda below national averages on housing and transportation and proposed encouraging accessory dwelling units and accessibility features in new housing.

Commissioners and staff discussed transportation options for older residents. Kaufmann noted the city’s Star van service—which provides on‑demand rides by appointment for older adults and people with disabilities—and said the city is planning to add a second vehicle and pilot ETJ service with Hays County. Will, the development services director, and staff also described a 2023 transit development plan that recommended regional connectivity but has not been implemented. Staff said the city is beginning an ADA transition plan that will inventory sidewalks, ramps and park facilities.
