Burton approves $8,300 agreement with Texas A&M 'Texas Target Communities' for planning support

The Burton City Council voted to approve a Memorandum of Agreement with Texas A&M University’s Texas Target Communities (TxTC) program to pay $8,300 for student-led planning support. Mayor Karen Buck explained that the collaboration will bring two TxTC "lab classes" to Burton: in the fall, students will study and map the town’s wastewater treatment system; in the spring, students will gather community data to inform updates to Burton’s comprehensive plan.
The MOA specifies a fixed price of $8,300 with two payments of 50% each tied to the start and mid-point of the project and a performance period running from about Aug. 25, 2025, through May 31, 2026. The agreement text in the packet cautions that TxTC students retain IP rights to their work unless separately assigned, and states that final files will be jointly usable by the university and the city for noncommercial educational and municipal purposes.
Mayor Buck framed the engagement as an opportunity to get low-cost technical assistance and student learning in real-world conditions; councilmember Paul McLaughlin moved to approve the agreement and the motion passed. The city will coordinate the project manager role through the mayor’s office and follow the MOA’s publicity and ownership provisions.
