The meeting packet included a GLO Construction Change Order Request showing the original construction contract amount of $1,207,077.00 and a proposed set of adjustments that net a $1,000 deduction to $1,206,077.00. The packet states the project total is $1,324,837 with a $593,800 GLO grant; the remaining city responsibility is shown as $731,037 composed of $675,000 from Citizen’s Bank Certificates of Obligation and $56,037 above the CO amount.
The change-order documentation cites Texas Local Government Code Sec. 262.031 regarding changes in plans and specifications and includes line-item deductions and additions (for example, reductions for alternate methods and an addition of $32,790 for specific casing and screen material). The packet also notes that reimbursements contained in the change order are subject to review by GLO-CDR.
Contractor Dustin Lozano had previously briefed Council on operational impacts tied to well work; he told the meeting, "when the well drilling comes to the cementing phase, WW#4 will be shut down for approximately 24 hours." The city packet asks municipalities to ensure compliance with CDBG/HUD requirements and flags that cumulative increases over thresholds may be disallowed.
The council did not record any amendments to the motion during the meeting. Next procedural steps are handling the GLO-CDR review and executing the approved change order per grant requirements.
