Burton awards $1.207 million contract for new municipal water well

The Burton City Council on April 8 approved a $1,207,077.00 contract with C. Miller Drilling, Inc. to construct a new municipal water well as part of a General Land Office Community Development Block Grant Mitigation (GLO CDBG‑MIT MOD) project.
Bradley Loehr of BEFCO Engineering walked council through the bid tabulation and recommended awarding the base bid items 1–9 to the low bidder. Loehr summarized the base bid scope as including a new 12" x 6" water well, well head and yard piping, chlorination and chemical injection, and electrical/controls. “The bid opening for the City ... ranged in price from $1,207,077.00 to $1,541,974.00,” BEFCO documented in its recommendation letter. Councilmember Jeff Eckhardt made the motion to award the project; it was seconded and approved.
The BEFCO recommendation noted an alternate option — a straight 8" well — that would have reduced the price by $22,377 but said BEFCO does not recommend the 8" option because it limits future maintenance choices. Council did not adopt alternates; it approved the base bid award as presented.
Next steps discussed included coordinating with the awarded contractor on schedules and permitting; BEFCO and the city will proceed with contract execution and project mobilization.
