Buda sells GO and CO bonds; council approves projects including public‑works facility and Sportsplex upgrades

City officials told council the city received favorable market results for two competitive sales this morning and affirmed the city’s AA credit rating. The GO sale priced competitively and will fund voter-approved Proposition A and B projects while the CO sale will support utility and capital projects.
Jennifer Ritter, the city's financial advisor, reported the GO competitive sale produced a 20-year rate in the high‑3% range and the CO sale completed shortly afterward with similar results. Council heard that proceeds will be used for projects from the 2021 bond program and for capital needs in utilities and parks; staff said the schedule targets an Oct. 9 closing for the GO and near-term construction deposit for bond-funded projects.
Council also authorized certificates of obligation to fund a combined public works/parks facility expansion and Sportsplex improvements. Blake Neffendorf, public works director, described a phased facility expansion that would add office space, up to 8,000 square feet of covered storage and additional mechanics’ bays as a first phase. Parks staff presented a conceptual Sportsplex upgrade — new ball fields, batting cages, RV parking, shade structures, concession improvements and revenue-generating elements such as gate fees, rental kiosks and livestreaming sponsorships.
Council voted to proceed with the bond and certificate issuances and accepted staff’s direction to move into design and procurement steps.
