Buda council approves impervious-cover waiver for Driftwood Diesel in Edwards Aquifer recharge zone

The Buda City Council voted to approve an impervious-cover waiver that allows Driftwood Diesel, at 1185 FM 1626, to maintain 23% impervious cover in the Edwards Aquifer recharge zone.
Senior planner Blair Marschick told the council the site currently measures about 22.7% impervious cover and the current application would slightly reduce that to about 22.5% by demolishing an on-site residence and matching existing conditions. Marschick said the applicant upgraded the water-quality controls and that the state approved the site's Water Pollution Abatement Plan and a licensed geologist’s assessment that found no sensitive recharge or karst features.
"TCEQ accepted that geologic analysis, and later on after their field verifications agreed with its findings," Marschick said.
Council members asked whether the request reduced runoff risks and whether the proposal would relax other water-quality requirements. Marschick said the waiver concerns only the impervious-cover limit; the city’s non-degradation standard for runoff pollutants remains in force and the proposed plan treats 100% of total suspended solids and other site runoff pollutants.
A council member moved approval and the motion carried by voice vote. The approval is subject to final plan approval by staff.
