As part of required annual training, City Attorney Jayme Blakesly reviewed the Open and Public Meetings Act and the Municipal Officers & Employees Ethics Act for council members and staff.
Blakesly emphasized meeting-notice rules, saying "any time there is a quorum with three or more council members it must be noticed as a public meeting," and reviewed requirements for posted agendas, written minutes and audio recording. She also summarized ethics rules, including written disclosure obligations for regulated-business relationships, doing business with the city, personal financial interests or investments, and timing for disclosures required before agreements or compensation.
The training reiterated that closed meetings must be announced with a stated reason and that most closed-session recordings are required unless limited by statute for certain personnel or health matters.
