Council adopts sewer impact-fee analysis that sets maximum permissible fees under state law

The council held a public hearing on a Sewer Impact Fee Analysis prepared by Zions Public Finance that calculates the maximum amount the city may charge new development for sewer impact fees under Utah law.
Ryan Smith of Zions Public Finance summarized the methodology and results, noting the analysis used current and projected sewer connections and identified sewer-related costs in the previously adopted facilities plan. "Zions Public Finance... calculated the maximum permissible impact fee allowed to be assessed on new development," Smith said. There was no public comment. Councilman Wayne Winsor moved to approve Ordinance 2026-02; Councilman Blair Halverson seconded and the ordinance passed on a roll-call vote with all five members voting aye.
Staff said the analysis followed the Utah Impact Fees Act and that adoption allows the city to charge impact fees consistent with the statutory maximums in the analysis.
