Council adopts amended sewer impact-fee facilities plan to reflect revised cost allocation

During a public hearing on the amended Sewer Impact Fee Facilities Plan, Brandon Jones of Jones & Associates told the council that a correction to the cost allocation for the Public Works Facility Project required an amendment to the plan.
"It was found that the percentage of the costs associated with the Public Works Facility Project attributable to the sewer system differed from the percentage that had been provided in summer 2025 for the IFFP," Jones said, and the amendment was prepared to reflect the revised impact-fee-eligible portion of the project cost. There were no public comments. Councilman Wayne Winsor moved to approve Ordinance 2026-01; Councilwoman Angie Petty seconded and the ordinance passed on a roll-call vote with Council Members Jeremy Davis, Joel Dills, Blair Halverson, Angie Petty and Wayne Winsor voting aye.
The amendment leaves the city’s sewer capacity and level-of-service findings intact while adjusting the fee-eligible share of one identified project; staff indicated the existing sewer system can manage projected development.
