Caddo Mills, Greenville reach agreement to release portions of Greenville ETJ to Caddo Mills

City Engineer Eddy Daniel and a speaker identified in the minutes as "Dr. Susan" described discussions with Greenville and a developer that led Greenville to agree to release portions of its extraterritorial jurisdiction so a large development could be wholly within Caddo Mills. Daniel said the change increases local growth potential without creating an obligation for the city.
Minutes note Greenville requested certain road right-of-way language and that Greenville would release some ETJ territory immediately and release additional areas as development or annexation occurs. Council approved the interlocal ETJ agreement ordinance pending final review by the City Manager and City Attorney.
