Mayor Rod Westbroek and council members heard a presentation from Zions Public Finance on options to change the city’s bonded debt for a public works facility built with a $9,000,000 issue in November 2023.
Jeanette Harris of Zions Public Finance outlined the purpose of refunding and how it can yield savings or change covenants. "A Municipal Bond Refunding is paying off one debt obligation with another debt obligation," she said. Mark Anderson reviewed the issue’s terms: a 20-year term, a true interest cost (TIC) of 4.90 percent and annual payments of roughly $706,000. He laid out three options: refund the bonds to capture savings, pay down $800,000 and reduce annual payments, or pay down $800,000 while keeping annual payments similar.
Finance Director Brett Baltazar recommended the council pursue one of the options to free cash flow for other needs; the council agreed the finance committee should review the matter and several members, including Councilman Jeremy Davis and Mayor Westbroek, recommended Option #3 (the $800,000 pay-down while maintaining similar annual payments). The council did not take a formal vote on a refunding at this meeting; instead the item was left for committee review and future action.
