The council voted unanimously to authorize the City Manager to execute an Advance Funding Agreement with TxDOT Aviation to update the Caddo Mills Municipal Airport Airport Layout Plan (ALP). City Manager Matt McMahan said the last ALP was completed in 2010 and the new plan — at an estimated cost of about $327,000 — would guide airport development over the next 10–15 years and is required by TxDOT and the FAA.
McMahan said the city expects approximately 90% of the cost to be reimbursed through the AFA and that "this airport is fixing to take off," reflecting the council's aim to make the airport eligible for future construction projects once the ALP is updated. Council approved the resolution to allow the City Manager to sign the AFA.
