Town says Federal Highway grant approved; staff seeks funds to upsize Henry Road culvert

Public-works staff reported multiple grant updates and project schedules to the select board, including a recently approved Federal Highway grant that covers projects the town had pulled back from FEMA. “The Federal Highway grant has been approved for the projects that were pulled back from FEMA,” staff (S3) said, and the town expects a direct deposit of the award into the municipal account by the end of the week or early next week.
Staff also told the board the town received an $8,604 back-roads grant to upgrade the town-wide erosion inventory and that a structures grant was submitted to upsize a repeatedly failing culvert on Henry Road. Staff described the Henry Road culvert as “severely undersized,” noting repeated washouts dating to the July 2013 flood and that upsizing would require external grant funding. Staff asked departments to close out older flood projects so the new funds can be applied.
The board was told the road crew is working in the town pit, that a new roller has arrived and is performing well, and that ditching and guardrail work are scheduled to start. Staff said a site visit for road rehab projects is scheduled for Wednesday, May 14, with bid openings and a review to follow in June.
Board members requested follow-up on project timelines and funding splits, and staff was directed to provide a more detailed plan for prioritizing culvert upsizing and road rehab work tied to grant awards.
