City joins CAPCOG pilot to collect fleet emissions and telemetry data; council approves interlocal agreement

Staff recommended participating in a CAPCOG‑managed fleet emissions pilot funded by grant money that would provide monitoring and equipment for up to 14 months at no cost to the city. "Part of this is to provide data on the regional scale from a fleet emissions or fleet standpoint," said Blake Neffendorf. The grant covers monitoring and equipment costs and staff said the project would supply monthly data to CAPCOG while the city would also have access to the telemetry.
Council members asked about privacy, which vehicles would be included, and whether the program would produce a council report. Staff said the pilot will be limited initially to public works vehicles and implementation will be governed by the city's fleet committee; staff committed to six‑month and final check‑ins and noted the pilot could inform procurement and operational decisions going forward. Council approved the ILA by voice vote.
