Council formalizes Garlic Creek West HOA park maintenance agreement, city to cover public irrigation water

Staff explained the Garlic Creek West homeowners association requested a parkland maintenance agreement to fulfill plat requirements and to formalize an earlier unexecuted 2007 agreement. The HOA representative said the agreement documents which areas are HOA‑maintained (private amenities, greenbelt and an undeveloped lot) and which remain city responsibility. "This actually fulfills the plat requirements, and it we essentially had a parkland maintenance agreement that was intended to be implemented back in 2007," the staff presenter said.
Council members sought clarity about who pays irrigation water, how usage is metered, and how future improvements would be approved; staff said the city will pay irrigation costs for the public park area while the HOA conducts irrigation activities and will be responsible for private park water use. After discussion the council approved the maintenance agreement by voice vote.
