Staff and the city's insurer (CIVMEC) recommended denial, citing that hydrant monitoring and AECOM modeling showed pressures in the neighborhood were generally in the low 80s PSI and within the Wisconsin Administrative Code operating range (35–100 psi). Staff said hydrants in the area were monitored and no readings exceeded regulatory limits. Council voted to deny both claims.
