Separately, council adopted Ordinance 26-110 amending the zoning use matrix (Section 13-1-105(d)) to allow places of worship in specified downtown zones. Staff said the change is intended to allow existing congregations to update and expand their facilities more easily; council discussed whether allowing places of worship in industrial zoning could reduce land available for industrial uses before approving the amendment.
Both actions carried by voice vote following planning commission recommendations; staff emphasized the conditional-use approval included the shared parking agreement condition for tenants at 1162 Laser Street.
