Consultant Steven Pedigo said the plan is intended to be outcome driven, with annual work plans and metrics: "Because it's a five year plan, annual plans will help you establish focus." Council members pressed for more detail on retail strategy and KPIs; staff said the EDC will bring retail specialists and that funding for many EDC efforts is reinvested local sales tax revenue rather than general fund dollars.
