Council approves three short-term rental licenses amid neighbor concerns about verification

Council considered three short-term rental license applications and approved them after staff confirmed the operators held county-level licenses and recent inspections. Several council members raised neighbor complaints about alleged short-duration rentals and questioned whether the applications included accurate residency information.

Staff explained state law prevents residency restrictions for licenses that allow seven days or more; the proposed ordinance amendment (later adopted) creates a residency-based exception for owners within 25 miles seeking under-seven-day operation if they meet citation limits. Staff said application files for the properties in question included state-issued IDs and that, for the 361 Steeple Point Way property, complaints existed but no citations had been issued. Council discussed possible verification steps such as requesting tax or voter registration records when there is credible evidence of false statements on applications and noted the city can revoke licenses if later fact-finding shows a violation.

Several council members urged development of a consistent policy to handle allegations of falsified forms across city applications, with clear steps for staff to follow and protections to treat applicants uniformly. Staff said they can investigate and revoke licenses where false statements are substantiated and that cross-department citation tracking will be developed as part of implementation of the ordinance change.
