Board releases draft tobacco-sales regulations, sets March 12 public hearing

Joan Hamlett, Tobacco Control Agent (joining via Zoom), presented a proposed update to the Board’s Tobacco Sales Regulations that incorporates state-mandated provisions while maintaining existing local rules and adding limited retail density and nicotine-pouch restrictions. Hamlett reviewed permit renewal requirements, enforcement provisions, retail density limitations, product restrictions and penalty structures. The Board discussed the draft and agreed it was ready to be released for public hearing.
Dianne Tousignant moved to approve release of the proposed draft regulations; Jamie Darcangelo seconded and the motion passed unanimously. The Board also voted unanimously to petition the City Council to repeal Chapter 164 of the City Code concerning Tobacco Regulations Products. The Board scheduled a public hearing on the proposed Tobacco Control Regulations for March 12, 2026 at 5:30 p.m. at the Legislative Building, 700 Main St., Fitchburg.
