Mayor Fuchs opened the hearing and Code Enforcement Officer Ricky McCall reported that the Planning and Zoning Commission recommended approval, but he said he recommended denying the permit because the home was “just over the minimum allowed living space required.” Resident Virgie Hardeman spoke in opposition; she said she had not received mailed notice because she lives outside the 200‑foot notice boundary. An initial motion to approve failed when Council Members Deal, Vaculin and Harris opposed. Council Member Vaculin then moved to deny the permit; Council Member Harris seconded and the denial carried, with Council Members Dominguez and Cryer recorded as opposing.
