Canyon awards wastewater treatment and irrigation lease to Darren Johnson in 3–2 vote

Purchasing Manager Beau Boyer presented the results of a request for proposals for the City of Canyon Wastewater Treatment and Irrigation Property lease and recommended awarding the lease to Darren Johnson. Staff said two RFP submissions were evaluated by the city manager, public works leadership, wastewater operations staff and a consulting soil scientist; evaluators were given references to contact and had an opportunity to revise their scores.
Boyer summarized the competing proposals and scores: Wade Davis averaged a reviewer score of 81.8 with a proposed annual lease payment of $46,568; Darren Johnson averaged 91.5 with a proposed annual payment of $60,000. After discussion the commission approved the lease agreement with Darren Johnson. Commissioner Robyn Cranmer moved to approve the agreement, seconded by Commissioner Danny Potter; the motion carried with Mayor Pro-Tem Cody Jones and Commissioner Paul Lyons voting against and three votes in favor.
The motion directs staff to finalize and execute the Wastewater Treatment and Irrigation Farm Lease Agreement with Darren Johnson; the commission did not specify additional lease terms in the public discussion recorded in the minutes.
