The commission also asked that the tool explicitly capture possible negative or unintended impacts when reviewers assess policies and programs.
Commissioners discussed retaining the expanded tiered descriptions (tiers 1–3) in Version 2 and exploring a simple scoring option so staff could apply the tool consistently. Members proposed reordering one paragraph so that the statement now characterized as the draft's second sentence would be the lead formulation of the tool’s purpose (the minutes record that the goal language should emphasize usability and impact across county government). The commission did not record a final vote to adopt the tool; the minutes reflect editorial guidance and a direction to continue revising the document.
