Council presses staff for line‑item detail as poll books and an efficiency review raise costs

Budget staff told council the proposed incremental cost for electronic poll books rose to about $245,913 and that an external efficiency review was estimated at $150,000. Council members repeatedly asked staff to provide exact figures and to make those numbers available in writing so the council and public could review the tradeoffs.
"I know that the efficiency study is 150,000," presenter Chris Snead said. Councilman Carney asked what the $263,000 incremental increase encompassed and pressed staff for a breakdown to allow the council to weigh priorities—saying he would rather prioritize public safety equipment and personnel than studies if cuts were required. Staff agreed to produce the detailed numbers and to include them with the manager's recommended budget.
