Lorenzo council approves Wheeler grant application for siren and buys sewer machine with ARPA funds

The Lorenzo City Council met Nov. 10, 2025, in the City Council Room and approved several routine and operational items, including applying for a Wheeler Grant to fund an emergency siren and purchasing a sewer machine paid with ARPA funds.
Mayor Lori Landin called the meeting to order at 7:00 p.m. and noted council members Earlene Rampy, Cheryl Birdwell, Janet Peterson-Gonzales and Rhonda Cypert present; one member was recorded as absent. City Manager Michael Chambers, City Secretary Lisa Hernandez and department staff attended. After the invocation by Council Member Rhonda Cypert and the pledge led by Mayor Landin, the council opened the public comment period and recorded that no public comment was made.
On procedural business, Council Member Rhonda Cypert moved to approve the Oct. 14, 2025 regular meeting minutes; Council Member Janet Peterson-Gonzales seconded. The motion passed with a vote of four in favor and one absent. Council Member Earlene Rampy then moved to approve the October 2025 financial statements/accounts payable; Council Member Rhonda Cypert seconded. That motion also passed, four in favor and one absent.
On action items, Council Member Cheryl Birdwell moved and Council Member Rhonda Cypert seconded approval to apply for a Wheeler Grant in the amount of $15,000 to install an emergency siren at 1st Street/North Jackson Ave.; the council voted four to zero with one absent to approve applying for the grant. The council also voted to approve purchasing a new sewer machine from Hot Jet USA for the public works department to be paid with obligated ARPA funds after a motion from Council Member Cheryl Birdwell and a second from Council Member Janet Peterson-Gonzales; that motion passed by the same 4-0 (one absent) margin.
Staff reports were included on the agenda for discussion only: City Manager Michael Chambers presented the city administrator report, the Crosby County sheriff's report was noted as provided in the meeting packet, and a Fire Department report by Celeste Rackler was listed. The meeting was adjourned at 7:20 p.m. following a motion by Council Member Janet Peterson-Gonzales and a second by Council Member Rhonda Cypert; the vote was four in favor, one absent.
