Commissioners press staff on annexation process and whether cities must notify county about large developments

Commissioners used the comprehensive‑plan discussion to ask procedural questions about annexations and big land uses such as data centers.

Rob Richardson asked whether the county has considered data‑center impacts and how the county would handle city actions affecting unincorporated areas. Jay Leipzig (planning director) said draft subdivision/zoning regulations include provisions for data centers and that staff have discussed the topic; Sean Pendley said most annexations today are voluntary (property owners petition cities) and that "cities are not required to notify the county" about development proposals within city jurisdiction, though as a courtesy staff often request notification when county property or right-of-way is affected.

Richardson and other commissioners urged stronger interjurisdictional communication for major projects near the county boundary. Staff said large projects typically surface in public hearings or through right‑of‑way coordination and that the county will bring the subject forward for future planning discussion.
