Planning Commission finds comprehensive plan largely current, forwards recommended updates to county commissioners

Karen Miller of county planning told the commission that "state statute requires the planning commission to review the the county's comprehensive plan each year" and that staff submitted the 2026 report to identify areas needing updates.

Miller summarized recent changes, including the 2023 annexation of the former Sunflower Army Ammunition Plant (about 9,000 acres, described as roughly 3% of total county land area) and Transportation Connection Plan recommendations that informed amendments to the comprehensive arterial road network (Karnet/Carnap). She said annexations have reduced unincorporated area and that staff recommends a general review of the policy‑area map, updates to Chapter 5 (parks and open space) in light of the JCPRD legacy plan, and demographic updates.

After commissioner discussion and procedural questions, Chair Greg Wolf moved that the Planning Commission "has completed its 2026 annual review of the rural comprehensive plan and determine that it remains current" while forwarding recommended updates to the Board of County Commissioners; Rod Richardson seconded, the motion was called and carried.

Why it matters: The commission's formal findings initiate staff and BOCC consideration of targeted plan amendments that will guide future land‑use and transportation decisions, particularly in areas affected by recent annexations.
