The City Council ratified a development agreement with Post Oak Point Ltd and separately considered authorization for staff to proceed with easement appraisals related to the project. Council made and passed a motion to ratify the development agreement by voice vote.
City attorney David Olson told the council the easement step would allow staff to obtain appraisals and make initial bona fide offers to landowners for parcels the developer could not acquire by negotiation. "It's simply instructing us at the staff level to go ahead and and get appraisals done for all the outstanding easements," Olson said, adding the office would sit down with council to review appraisal results before sending offers and that the item was not an eminent-domain authorization. Olson also said funds for acquisitions had not been budgeted and that staff could track legal work under general legal services unless the council prefers a specific line item.
