Staff recommended the work group be required to answer a list of specific questions about equitable community engagement, data on racial and social disparities, anticipated racial equity and social justice (RESJ) impacts of proposed funding mechanisms, and equitable implementation. The committee agreed that those questions should be addressed in the work group's interim and final reports and recommended the panel review the "Racial Equity and Social Justice Policy Handbook on Land Use, Housing and Economic Development."
One committee member said including the report review and the required questions will give the work group a clear framework and data requirements. Staff said the questions could be included in the resolution as guidance and that the handbook would serve as a practical tool for shaping recommendations that account for racial and social equity concerns.
