The committee recommended keeping one representative from DOT and one from MCPS (rather than multiple members from each agency), adding the two industry representatives, and removing the Department of Housing and Community Affairs and Department of Permitting Services and the State Highway Administration as formal members while specifying they must be consulted in outreach. Members also discussed options such as non‑voting participants or using outreach requirements (town halls, meetings with municipalities and SHA) to gather external input without growing the core membership excessively.
