Montgomery County committee narrows work‑group scope to schools, transportation and parks

The Government Operations and Fiscal Policy Committee recommended narrowing the scope of a proposed infrastructure funding work group to concentrate on schools, transportation and parks, the committee chair said at a meeting. The committee is sending the revised draft resolution to the full council after agreeing language that ties the group’s work to development nexus and county policy standards.

Staff told the committee that the resolution’s original intent was to have the work group "determine and assess the county's infrastructure needs," with an emphasis on schools and transportation, and to research funding mechanisms including reform of the current impact tax system. Chair (Council committee) said the committee "needs to stay focused on what we fund here," arguing the group should concentrate on projects the county funds and can tie to development.

Committee members debated whether the scope should be broader — to include utilities, libraries, stormwater, climate resiliency and other items raised during the public hearing — but several members warned a too‑broad list would make the panel’s recommendations unworkable. One committee member urged adding parks because similar development‑linked charges have been used in some master plans; another stressed any inclusion should show a clear nexus to development.

Staff said the amended objective will instruct the work group to assess "schools, transportation and parks infrastructure needs" including net new infrastructure and upgrades that meet capacity needs and county policy standards. The committee kept the work group’s reporting schedule but asked that the panel return sooner if it can complete recommendations earlier than the June 30, 2026 deadline.
