One commissioner volunteered to prepare a one- or two-page dissent or position statement to summarize duties and suggest next steps for voters or the council to clarify office responsibilities. The commission agreed that a separate appendix or dissent could accompany the circulated report so the public could read competing rationales before the hearing.
