Canyon commission authorizes engineering contract to pursue EDA grant for wastewater extension

The Canyon City Commission on April 13 unanimously authorized city staff to sign a professional services contract with Hi‑Plains Civil Engineers, LTD. to prepare an Economic Development Administration (EDA) grant application and scope potential wastewater utility extensions to the property east of the I‑27/US‑87 interchange (the Kim Road property).
Planning and Development Director Dustin Meyer told commissioners that the city issued a request for qualifications on March 28, 2026 and received four submissions. He reported firms were scored and ranked, with Hi‑Plains Civil Engineers receiving the top average score of 96.50; Jacob & Martin, LLC scored 90.00, Pape‑Dawson Consulting Engineers, LLC scored 86.25, and West Texas Consultants, Inc. scored 80.25. Meyer said negotiations with Hi‑Plains proceeded until an agreement acceptable to both parties was reached.
Meyer said the work will support an EDA grant application to fund the extension of wastewater utility services to the Kim Road property and that, if the grant is awarded, the city will have a separate Developer Agreement obligating the private developer to pay any required match or cost overages. He said the agreement would require funds be placed in an escrow account to cover match and overage costs.
Commissioner Robyn Cranmer moved to authorize staff to finalize and sign the professional services contract; Commissioner Danny Potter seconded the motion. The motion carried unanimously. The vote authorization was recorded in open session and the meeting adjourned shortly thereafter.
The contract authorization begins pre‑award engineering and application work; any grant award, matching requirements and final construction decisions will be subject to later approvals by the commission and the terms of any developer agreement.
