Council accepts state law changes so local liquor-license conversions and optional Saturday closures are allowed

The council voted to accept provisions allowing local liquor-license conversions under G.L. c.138 and to accept M.G.L. c.41, §110A authorizing public offices to remain closed on Saturdays, referring related items as required by law.
The Legislative Affairs Committee reported two items the City Council approved on Feb. 3. First, the Council accepted the provisions of Section 12D of Chapter 138 of the General Laws, as added by Section 51 of Chapter 9 of the Acts of 2025, to allow the Fitchburg Liquor License Commission to approve requests from licensees to convert a wine-and-malt license to a full-all-alcohol license, subject to notice, publication and a public hearing as required by G.L. c.138.
Second, on behalf of Council President Zarrella and City Clerk Joanna Bilotta, the Council voted to accept the provisions of Massachusetts General Laws Chapter 41, Section 110A, which authorizes public offices in the City to remain closed on any or all Saturdays, to be treated the same as legal holidays. The motion regarding Section 110A was recorded as "Leave to Withdraw" in the minutes, and the motion and second to accept the two items carried on a roll call vote 10-0.
