Fitchburg council approves ordinances, budget transfers and appointments; sends several items to committee

At its Feb. 3 meeting the Fitchburg City Council adopted two ordinances tightening junk-vehicle enforcement, approved finance committee orders including a $200,000 CDBG transfer and a $71,550 grant match for a conservation restriction, confirmed several appointments and voted to enter executive session to discuss pending litigation.
The Fitchburg City Council on Feb. 3 adopted a package of routine but consequential actions, including two ordinances amending the city code on junk-vehicle enforcement and several finance transfers.
Ordinances 005-26 and 006-26—amendments to Chapters 138 and 172 of the City Code to enhance enforcement of junk-vehicle infractions—were passed to a third and final reading and adopted by roll call vote 10-0. The ordinances were later signed by the Mayor on Feb. 19, 2026.
Finance Committee orders adopted at the meeting included a transfer of $200,000 from the Community Development Block Grant (CDBG) Housing Revolving Fund to the CDBG Year 51 Demolition activity account and authorization to expend approximately $71,550 in Massachusetts Audubon grant funds as the city’s matching obligation for a conservation restriction at 71 Bennett Road. The finance report and orders were read and accepted by roll call vote 10-0.
The Council accepted the Appointments Committee report and recorded a new appointment to the Board of Trustees for the Public Library—Reverend Daniel W. Spigelmyer, Jr. (term to Jan. 20, 2029)—and the re-appointment of Hafsa Ahmed Asfa to the Fitchburg Council on Aging (term to Oct. 1, 2028). The appointments report was accepted by roll call vote 10-0.
The meeting ended with a roll call vote (10-0) to convene in executive session under Massachusetts General Laws c.30A, §21(a)(3) to discuss litigation in the matter of Spectrum Health Systems Inc. & another v. City of Fitchburg (Super. Ct. Civil Action No. 2485CV00511); the Council did not return to open session.
The meeting opened at 7:02 p.m. and adjourned at 7:59 p.m.
