Council amends Harvest Days Festival Committee bylaws to give all appointed members voting rights

The council unanimously approved Resolution No. 2025-R-65 on Oct. 21 to amend the Harvest Days Festival Committee bylaws so all seven appointed members will have decision-making and voting authority. City Manager Matt Dahl said the change responds to low alternate participation and will allow the newly formed committee to begin planning Harvest Days 2026.
Mayor Dustin Gettel explained the rationale, saying alternates "weren’t needed to vote, and they didn’t feel like members of the group," and that granting full voting rights is intended to boost engagement. Council suspended the rules to expedite confirmation and voted to approve the bylaw amendment.
