Town manager seeks procurement changes to reduce RFP burden and raise emergency authority

Manager Suzanne Harvey told the council the town's procurement code has not been updated in years and that the present $10,000 RFP threshold is discouraging for small vendors. "It currently requires that any projects over $10,000.00 have to go through the RFP process," Harvey said, and recommended requiring three quotes instead of full RFPs for modest projects.
Harvey also suggested the Town Manager be authorized to approve emergency expenditures up to $35,000. Town Attorney Thomas Benavidez expressed agreement. Mayor Wallace directed staff to bring proposed code amendments back as an ordinance for council consideration at a future meeting.
