Finance committee secures emergency appropriations for animal services and adjusts compensation plan

Member Layman presented two finance items to the executive committee and both passed.
The first was an emergency appropriation ordinance to amend the county’s fiscal year 2026 combined annual appropriation and budget ordinance for animal services, partly funded by the Minson Fund to cover medical and care costs related to recent hoarding responses (one involving 60 cats, another earlier intake of 40). Member Layman thanked stewards of the Minson Fund for supporting animal services during surges. "This was 60 cats, but we'd also gotten 40 at another... we had two issues of hoarding animals in the very recent past," Chair Johnston said.
The committee also approved an ordinance amending the county general compensation plan for nonunion employees. Both measures were seconded and approved by voice vote.
