County approves IT upgrades: court management SOW, kiosks, GIS migration, cybersecurity test and SIP trunking

McLean County’s executive committee approved multiple IT-related contracts and purchases, including a Journal Technologies statement of work for the court case management system (with public kiosks), a Conference Technologies AV hardware purchase (cost-shared with Bloomington), a CloudPoint GIS migration, an annual penetration test by Optiv, and SIP trunking services from Granite.
The McLean County Executive Committee approved several technology contracts and purchases intended to modernize county systems and reduce recurring costs.
County IT presented a statement of work for the Journal Technologies court case management system currently scheduled to go live in the first week of December; part of the remaining work (including adding a public kiosk in the circuit clerk’s office) will be implemented and billed in 2027 under the court automation fund, subject to a non-appropriation clause. "There are 9 licenses... currently Mr. Everhart has 3 kiosks," Nelson said when explaining the kiosk licensing and placement plan.
The committee also approved replacement AV hardware for Room 400 after Nelson described an aging DMPS controller and projector failures; the City of Bloomington agreed to share the cost. CloudPoint Technologies was approved to perform a migration of the county’s GIS environment to a cloud platform, with planned single sign-on (SAML) capabilities. For cybersecurity, the committee approved an annual penetration test by Optiv Security; Matt Berger said such tests are encouraged by the county’s cyber insurance and consistently identify areas for improvement. Lastly, the committee authorized a master services agreement with Granite for SIP telephone trunking to replace aging PRI copper lines; staff noted meaningful monthly savings compared with past PRI costs. All items were approved by voice vote.
