Town Manager Suzanne Harvey asked whether a kitchen project could be broadened into a complete modernization package (doors, ADA bathrooms, parking), and SEAGO's Osborne advised that applicants describe the scope clearly and consider SSP for engineering so CDBG dollars fund construction rather than planning.
