Committee recommends removing BYOB option for proposed O'Fallon Golf Studio

The Community Development advisory committee recommended removing the BYOB (bring-your-own-beverage) option from the plan use for a proposed O'Fallon Golf Studio suite and will forward that advisory recommendation to the full council.
Miss Roach (speaker 8) said she welcomed the golf studio but had concerns about allowing BYOB without staff presence, arguing it conflicted with the city's ordinance regarding unattended alcohol and raised liability and underage-consumption enforcement issues. “I think the facility will be a great addition,” she said, “but the BYOB portion... I will continue to vote no if the BYOB is permitted.”
Staff replied that the city is the liquor control commissioner and that violations would be enforced by police and the state liquor commission; staff said they had informed the petitioner of liability and that the petitioner indicated insurance coverage was available. The committee took an advisory roll-call vote and recorded affirmative responses from Campbell, Mylar, Parchman, Rosenberg, Roach and Chair Lotz to remove BYOB for that specific suite. Staff said the full council will consider the amended ordinance at its next meeting.
Because the committee vote was advisory only, any final change would be made by the full council. The committee's recommendation removes both BYOB and any on-site liquor sales or consumption for that suite unless the applicant returns with a different plan.
