Council also approved Item 25‑054 to authorize archaeological investigations at the Beaver‑Lee‑Fountain House and Owen Mill, approved a historic marker for the Scout Hut (Item 25‑055), and authorized the surplus of Public Works equipment (Item 25‑056). The council approved acceptance of property to provide access for the New Riverlands Park (Item 25‑057).
On Item 25‑058, council awarded the contract to develop the city's 2026 Comprehensive Plan to Kimly Horne and gave the mayor authorization to sign pending city‑attorney review; the motion passed unanimously. Community Development staff stressed the comp‑plan schedule, saying it must be adopted by October next year to meet the state's calendar.
Councilmember Rodney Peek praised the donation for the universal access trail as meaningful for residents with limited mobility: "The donation for the Wheel Beautiful Universal Access Trail speaks volumes to me," he said. The council recorded unanimous votes on the listed items; the meeting minutes contain a repeated item‑numbering error in a few motion lines that staff later clarified.
