PIAB hears updates on multiple capital projects, from Council Creek Trail to RRFB crosswalk funding

City Engineer Terry Keyes gave a consolidated update on several capital improvement projects planned or underway across Cornelius.
He said Council Creek Trail plans are complete and the street‑crossing designs are about 30% complete but that the project is awaiting release of federal funding before construction can begin. Keyes noted coordination with AKS Engineering & Forestry on Metro Nature in Neighborhood projects and that an Intergovernmental Agreement with Metro is being prepared, with a possible fall 2026 start.
Keyes also confirmed this fiscal year's paving projects on N. 13th–14th/Fremont, reported that Transportation Development Tax funds cannot be used to redo whole intersections but can fund a Rectangular Rapid Flashing Beacon (RRFB) at 26th & Beech, and said meetings with the railroad on the SW 345th crossing are being scheduled with conceptual plans already designed.
The board was told an Assistant City Engineer will present a Pavement Management Plan at the next meeting; Keyes summarized expected timeframes, the Pavement Management Index, and reporting guidelines.
