The China Grove City Council on June 4 approved a plan to outsource the city's financial operations and authorized the mayor to negotiate a contract with Supporting Strategies. Alderman Reynaldo Benitez moved to approve the outsourced organizational accounting support model, Alderman Sonia Sheets seconded; the motion passed by a 3–0 vote. Council later moved to authorize the Mayor to negotiate and finalize the agreement with Supporting Strategies, subject to legal review, on a 3–0 vote (motion by Reynaldo Benitez, second by Fred Bean).
As part of implementing the outsourcing decision, the council approved an ordinance amending the FY 2025–2026 Budget to support the outsourced organizational accounting support model. The public hearing on the budget amendment was opened at 8:26 p.m. and closed at 8:27 p.m.; no public speakers were recorded during the hearing. The budget amendment ordinance was adopted by a 3–0 vote (motion by Fred Bean, second by Reynaldo Benitez). The council noted that because it selected the outsourced model, recruitment for an internal Financial Operations Specialist became moot.
