Council and staff discussed procurement: the city attorney explained that an RFP would not be required because the contract value is under the local $100,000 competitive-bidding threshold. Councilmember Mark Townsend asked whether the marketing team would present directly to the council; the Mayor confirmed they would. Councilmember Johnnie Simpson suggested cost-sharing with the EDC and DMD, and City Manager Chaise Cary emphasized current staff capacity constraints.
