One resident asked the council to provide the legal basis for requiring parcel owners to join an HOA for a subdivision that does not yet exist.
Herman Hudson (speaker 3) also argued the city lacked a current zoning administrator and a city arborist to enforce tree preservation code and said those vacancies raised enforcement questions should the project proceed. The council voted to defer the item for 90 days to allow the applicant to resolve surrounding‑property issues and to give the public an opportunity to comment on the final plans.
